there's a pretty good article in the last issue of American Rifleman about it - i'll try and recap it as best i can
the administration (there is some disagreement whether this actually started under Bush - but its definitely taken off under the current administration), in an effort to prove that illegal gun sales were being used in crimes across the border in Mexico - initiated the Fast and Furious operation
in short - the ATF would monitor illegal gun sales in the U.S. (presumably in border towns/states) and then allow the guns to be walked into Mexico - and then wait for them to show up in a cartel related crime of violence
the mexican government was never brought into the fold -and the Treasury IG issued a ruling that they thought the operation was a horrible idea/plan
but on it went - even though many of the field agents and SACs were against it
then true to form - a gun used in a murder is traced back to an illegal sale
now the thing is blowing up in the face of ATF and the justice department
one of the things pointed out in the article was that it didnt make sense that a cartel leader - who moves billions of dollars of drugs and weapons around the world - would take the time to say "hey, we hear Joe's Gun Shop in Tuscon is a little loose with their registration paperwork, we want you to go in there and get us a gun for a crime we've got planned for later"
something like that

That ATF honcho who testified before Issa on July 4th with only his personal attorney has allegedly made some damning statements about other agencies using taxpayer money to buy those guns that went to mexico.
Somehow I expect this to be blamed on the prior administration...

My take is that this was supposed to expose how easy it is to get guns in the US, thus causing knee jerk backlash and further gun laws.

Oh, that. I just had an exhausting discussion with my neighbor about that. I couldn't possibly talk about it again here.

without involving Mexico at all in the plan, i cant think of any other reason they'd do it

You'd have to know how the ATF is run. I have a family member with them and the stuff they do with approval is staggering. You really don't hear much about them unless they are botching a raid or effing up some investigation.
I'm fine with them handling alcohol and tobacco....but they always manage to eff up with guns.

I agree 100%. Obama and Holder know they can't get anything anti gun passed by congress so they're trying to drum up enough support to do something through BATFE regulations. See the proposed shotgun importation ban that all gun owners should be up in arms about.

Don't forget explosives, they regulate those as well. And I have no doubt that most of the agents are decent public servants but the agency itself is an abomination that doesn't get nearly enough scrutiny from congress.
