maybe this scenario from my youth will help you in your search for an answer
my dad was what most would call "moody"......and you really never knew what mood you were going to get as he walked thru the door coming home from work
i learned early on to figure out what mood he was in before i asked for/and or reported; a) money, b) grades from school, c) an interpretation of the house rules, 4) why he was the way he was

well - if its not dean - the other issue (in my opinion) is that the other mods so rarely "participate" in moderation - that they'll come in after the fact - after Dean has already read something, participated in it, etc - and take their own course of action
since Dean's rules fluctuate from one day to the next - the other mods kinda do their own thing i think
note: this is NOT whining - just stating what i believe to be my perception of how things are
