I lived a year in Rome, GA. The Klan was allowed two parade permits per year. They could march with their cone hats, but their faces had to be uncovered. They even had baby Klanners, who were being pushed in decorated strollers or pulled in wagons.

The Knights of Columbus was regularly denied the right to parade.
