Does there have to be an SEC team in the Sugar Bowl?

I'm pretty sure they don't have to have an SEC team there, but there's usually an SEC team not in the BCS title game that's good enough to get chosen as an at-large, and that team will end up in the Sugar Bowl almost every time.
