Where's the thread rating tool and grey spek located?

I know there's a menu for rating threads but I can't see it anywhere on any of my browsers. Tried a few different comps, and can't find it. Or is that only for sponsors or something along those lines?


Also where's the grey spek button? When I go to give spek it only says "I approve" or "I disapprove" Nothing else.
