I've heard some responses that a amendment would be written that wouldn't really balance the budget...that it would simply just shuffle the money to other programs. If this was the case would a split between the Pubs and Teapotters be eminent?

The proper table for a balanced budget amendment right now would be a morgue slab. Regardess of the wisdom (or not) of such an amendment, it'll take way more than a House majority to get that dealie off the ground.
