There's paint scratch remover from the as seen on tv folk that might suit you here. I've never tried the stuff, but I am volunteering your scooter as a test subject.

Popular Mechanics features it here. (http://www.popularmechanics.com/cars/how-to/products/4304644) If the scratch isn't too deep, might work out for ya. Good luck!

Or you might actually have to mask it off, sand it, touch-up paint, sand it, clear-coat.

I recommend 60-grit.
