I've read that $20 billion/year goes south of the border for drugs, and there's a hundred Al Capones working for a piece of the action. Kill or capture one, and his right hand man is ready to take his place.

President Calderon is playing Elliot Ness but the Al Capones are using the pimp's line from the movie Risky Business, "never ever f**k with another man's livelihood."

In the short-term, The U.S. should shut down its U.S. Consulate operation in Ciudad Juarez. That's the main legal entry for those granted visas to come to the U.S. You have to go there for an interview, medical exams, and you have to wait in line outside very early in the morning for a long time. Move the visa processing operation to the U.S. Consulate in Guadalajara - a much nicer town.
Juarez was Mexico's worst city even before the violence escalated.

In the long term, I don't have any great insight. Decide to legalize drugs or treat users Singapore style? The current policy of keeping drugs illegal but treating drug users with kid gloves isn't working well.

Maybe we should have random drug testing and you forfeit your birth certificate and lose citizenship rights if you fail for a 2nd time. Include that in the revised 14th amendment Arizona is working on.

Just remove their privilege to receive government assistance. That way you only have to test those who apply.
