My wife wants to get a Bichon but I want to find a reputable breeder and not a puppy mill.

The American Kennel Club lists reputable breeders by state on their Web site. You might consider calling the OKC Humane Society, the director recently told me she can usually find adoptable pure breeds within a few weeks.
