Cinco de Mayo (Spanish for "fifth of May") is a regional holiday in Mexico, primarily celebrated in the state of Puebla, with some limited recognition in other parts of Mexico. My wife is of "Texican" ancestry (her dad says they have always been in the same area of West Texas, the border moved on them) and she had never heard of it until moving to Austin in the late 80's. Evidently the Midland/Odessa and Lubbock areas didn't partake in the festivities until recently. A friend in Laredo said that it has always been a big deal down there.

The transportation infrastructure has improved significantly since the 1990s. So has access to water.
