In this article about the Shuttle

It states that the ISS is in a different Unreachable Orbit in case of probs
My question
is WHY is this? Why cant the Shuttle simply fly to the ISS?

Is it fuel or what ?

The short answer is fuel. It takes a delta V, change in velocity, to either ascend or descend to reach other orbits. Not to mention any possible plane changes it may require.

Change in velocity. V = velocity and delta means 'a change in'. Or something along those lines.
