President Obama has publicly said that it's up to Attorney General Eric Holder to decide whether or not to prosecute Bush Administration officials for torture and other civil liberties violations.

Today, according to Michael Isikoff, Obama, Rahm Emanuel, David Axelrod, and AG Holder met with several civil liberties groups off the record at the White House. These groups made the point that by defending the Bush policies, Obama was taking on the Bush policies as his own. Obama didn't like that very much.

In this meeting, Obama was very much owning the decision not to prosecute, while AG Holder remained silent.
