Amber Alert?

This is the 3rd Amber Alert message I've got on TV, but it keeps saying its a test. The words say EMERGENCY but the creepy robot dude says it's a test. Which is it?!

It's gone off a total of 5 times. I checked the national website and there isn't a current listing for OK. If there isn't anything going on, someone needs to quit sending out the freakin messages.
