When did this start?

Do you think it has more of an impact on "equalizing" different schools than limiting scholies?

It impacts college basketball WAY worse than football. Basketball coaches have no idea from year to year what their next team will look like.

It gives so many young men the opportunity to forego their chance at a college education in order to find out they were not as good as they thought they were, and then on to a job in a warehouse or video rental store.
Some are good enough and make it, but I imagine the scale is greatly out-weighed by those that don't.

Kind of, he left early for the USFL, the NFL wouldn't allow it back then. Dallas drafted him the fifth round the year that he was eligible (the following season) for the NFL draft and then had his rights when the USFL folded.

I think Barry Sanders was the first to do it to the NFL.
