Does OU send an allotment of tickets to the universities for upcoming home games?

If so, is this a requirement?

You usually hear of opponents returning unsold tickets and extra tickets available because of that, so I would assume that they are allotted a certain amount.

I thought I heard that the Big12 requires the home team to make 4-5000 tickets available to the visiting team.
