When do you use it?

I get annoyed with people at work who reply to a whole mailgroup to whine or ask a question that was answered in the message they are repying to.

At home, if someone sends me some random urban legend, I might reply to all with the Snopes link debunking it.

Or, my favorite, if someone sends me some crazy political email about how JSM or BHO is the debbil, a Muslim, etc I love to reply to all and remind the sender that I don't get informed about voting based on bogus email messages like the crazy lady in the office next to me.

I actually use it underhandedly at times. When there is something that should normally be told to only one person, I'll hit the "reply all" button "accidentally" so everyone knows exactly what's on my mind.

If my boss sends out an email openly soliciting group feedback, I'll do a Reply All as a means of sticking my finger in the wind to gauge whether or not others think my idea is a great idea, or if it goes over like a lead balloon.
