So....basically the reason why Joe Washington never won the Heisman was because of OU not being allowed to have any games televised....which is how I understand it.

Andre Ware wins the Heisman in 1989 with Houston (9-2) while on probation and not getting a bowl invite and not being on television either yet Andre Ware wins the Heisman.
