WISTER — Lake Wister is suffering from a lack of oxygen and an abundance of phosphorus. Over a decade of problem-solving has resulted only in solutions to treat the symptoms, not the disease.

Finding a cure for what ails Lake Wister isn't easy.
"I wish it was a one-line answer,” said Don Goforth, manager of the Poteau Valley Improvement Authority. The authority owns the water treatment plant that provides drinking water for 16 water districts that include about 50,000 people. "I wish it was that easy to fix. It's a complex solution.”
Lake Wister covers just more than 7,000 acres in Le Flore County, not far from the Arkansas state line. The lake is surrounded by picturesque mountains and rocky ridges. It should be a hot spot for anglers and tourists. But on a recent weekend, few boats disrupted its glassy waters.
The high levels of phosphorus also make it difficult for fish and other aquatic creatures to survive.
"It's probably the worst lake in the state for what it could be,” said Paul Koenig, environmental programs manager with the Oklahoma Water Resources Board.
Koenig has been working on projects to improve the lake since the early 1990s, when high phosphorus levels prompted one of the largest algae blooms the state's seen.
Farming and its offshoots are the main industry in Le Flore County. Many farmers make a living by raising chickens in long, narrow houses that can hold thousands. Many also use phosphorus-rich chicken waste to fertilize beef cattle pastures.
Unless things change, agriculture could make it more difficult to get clean drinking water to thousands of people, said Keith Wright, a trustee for the authority.
"We can't keep doing things the way we've always done them,” Wright said. "We've got to look at long-term change. We can't keep shooting ourselves in the foot.”
Searching for solutions
Authority board members have been working for years on a solution to the phosphorus problem in Lake Wister.

Too much phosphorus — a naturally occurring element that comes from corn used in chicken feed — can cause prolific algae growth. Once that algae dies, it floats to the bottom, and oxygen-hogging bacteria eat it. When the oxygen levels of the lake drop, the sediment also releases nutrients, which can add to the phosphorus levels in the lake.
Without enough oxygen and higher levels of other elements, it's harder to remove impurities without making the water smell and taste funny.
Grant funds have helped cut down on pollution from municipal sources or faulty septic tanks. But gains have been offset by an increase in runoff from large-scale animal feeding operations, Goforth said.
Many farmers have used grant funds to build structures to hold litter when conditions are unfavorable for spreading it on fields. Farmers also are testing soil for phosphorus levels.
In most cases, those same farmers and their families are drinking the tap water from Lake Wister.
Looking for change
A dramatic change in water quality could require the Legislature and environmental agencies to rethink the issue, said Ken Hammond, chairman of the improvement authority and a Poteau dentist.

"They need to be applying sound science,” Hammond said. "We feel like we're the stepchild here. We keep fighting for tighter standards, and all we get is another study.”
Wright, who retired from the paper industry, takes a more radical view. He'd like to see all the chicken litter removed from Le Flore County, perhaps sold as cheap fertilizer to other parts of the country.
"We need to get our phosphorus levels as close to zero as possible before we're going to see any improvement,” Wright said.
In northeastern Oklahoma and Arkansas, poultry producers pay companies to haul chicken waste away from the Illinois River watershed. During the time litter was being hauled away, water phosphorus levels there improved, Koenig said.
Lake is full of chicken****.
