The proposed legislation has four main components:


Continues to ban handguns in most places but creates an exception for self-defense in the home. The handgun ban remains in effect, except for use in self-defense within the home. Sawed-off shotguns, machine guns and short-barreled rifles are still prohibited.

Requires the Metropolitan Police Department to perform ballistic testing on handguns and makes such testing a registration requirement. The Chief of Police will require ballistics tests of any handgun submitted for registration to determine if it is stolen or has been used in a crime. Also, to serve as many residents as possible, the Chief will limit registrations to one handgun per person for the first 90 days after the legislation becomes law.

Clarifies the safe-storage and trigger-lock requirements. The legislation modifies existing law to clarify that firearms in the home must be stored unloaded and either disassembled secured with a trigger lock, gun safe, or similar device. An exception is made for a firearm while it is being used against reasonably perceived threat of immediate harm to a person within

...This means that a gun owner must keep his gun in an inoperable condition right up until the moment he realizes there is an actual threat. At that moment and at that moment only may he load, reassemble, unlock, or take out of a safe his gun.

Even if you are in the anti-gun crowd this probably makes no sense.
Sure, you can have a gun, but it can't be accessible or operable until you need to use it for self-defense. :confused:

That law is contrary to the opinion in Heller. As the Heller opinion noted, a law that requires guns to be locked-up or disassembled until the moment they are borne to repel a home invader is unreasonable. It's really the constructive equivalent of a home gun ban.

I have no idea why they would draft a law like that. Perhaps they are seeking a Heller II and hoping they'll get a different ruling? A jurisprudential "mulligan" if you will.

I think Congress needs to step in and take over on this issue in DC. DC is only permitted self-governance by federal statute. It is NOT required by the Constitution as it is for states. And besides, the folks who are allowed to run that town have generally displayed poor judgment in the past.

Well, so long as they are heading in the direction necessary to fulfill the Supreme Court decision.

If DC is looking for Congress voting rights or statehood (that's what we need - another little state in the New England area) they need to get in compliance with federal rights for citizens.

I can understand them holding back - crime is high enough in that area. However, the Supreme Court decision is final and it must be enforced.

The high crime rate is exactly why folks want to protect themselves. Iron bars on the windows only do so much.

And, I don't think they've moved an inch toward fulfilling the SCOTUS decision. The language for their 6 month "amnesty" deal sounds like a gun turn-in more than a registration process.

Wonder what'll happen if someone shoots an attacker with an unregistered gun?

Fugg them. I wouldn't obey their stupid laws. If I got arrested, I would sue them for violating my civil rights.

Not only does it not make any sense, I don't see how it could be enforceable. Are the police going to come in and do spot checks of gun owners to make sure their guns are locked up and disassembled?

Maybe they'll just tap everyone's phone and wait for 'em to tell their friends they have a loaded gun in the house. ;)

Self-preservation, as recently decided by the SCOTUS, in case you missed it.

I sure hope you get in a bad situation some day and need a gun, but of course you won't have one.

eta -Ok, maybe that's a little harsh. But I'm sure you can reason with anyone.

So does this mean the criminal can't take his gun lock off before or after entering the home? Or only if he's confronted by the home owner?
