They seem to be putting little bumps in the road. What can those things be? Too many to be sensors (I'd think). Anyone else seen them?

Probably means the metal rods they cut into the concrete to keep the sections from shifting. They fill in the holes with concrete and after it fully cures, they will diamond grind them smooth.

Dude... We got stuck in traffic last night caused by the construction you are talking about. We passed by a crew of 15 guys, all with jackhammers who apparently were just making holes in the road. Czar and I were just kinda, "WTF?"

It looked like the lane we were in had already been worked on, little strips of bumps from the Fairgrounds to Dell. It seems very strange.
