I thought it was Obama's file that was breached, not Clinton's.

Passport files contain a bunch of confidential information that can be used to access other confidential information. Things like social security numbers, birth records, etc. With the information contained in someone's passport file, you could pretty easily assume their identity and cause a bunch of trouble.

I don't personally think there was anything malicious there-it's pretty natural for people to look at files that they really don't need to out of curiosity-but it's news.
