Let's say you're a mid-career professional with a lot of years in your chosen industry. You have some significant street cred (I like using that term :) ) because you can talk the talk and know how to negotiate and have left a pretty good track record in your industry. As your industry has consolidated over the last 20 years the people you find yourself dealing with in one market know people you've dealt with in other markets. You find out that as people meet people, and your name comes up, you have some good references out there.

Let's say you have a chance with about 20 years until retirement to shift from your fairly high stress marketing gig into a six t to eight month program which at the end of said program you'll assume the duties of a regional HR manager.
