I think it's actually a pretty fluid process, Obama and Clinton got SS early, Bill Richardson probably never got it. It's a risk assessment.

Two issues about this:
1. By 11 AM, all of the front rows or any place near the stage would be filled with those already screened, or his traveling groups, so that risk was greatly reduced.
2. It could have been the campagin asking the SS to speed the process up so everyone would be in the place by the time Berry starts his sermon..
