I spent about $4,000 on an engagement ring back about 1995. Need to read to see if I qualify. Seeing how things turned out I wish I could get the whole $4,000 back. :D

It's a government conspiracy to stimulate the economy. All those DeBeers diamonds bought in the US...all these refunds...it's the gubmint's way of testing the tax refund theory without giving up the $$.
