it won't work without 2 things:

1.) a down-sizing of the # of DI teams.

under my master plan, there would be eight 12-team conferences, all having a conference championship game. sorry army, sorry buffalo, sorry akron, etc. - you've got to go. notre dame, you can either get with the program or **** straight off. i couldn't care less which.

2.) take the scheduling out of the hands of the schools.

no team should be allowed to set their schedule with cupcakes. all teams would have 12 games per year similar to what the big 12/sec does now. 6 games would be at home, and 6 one the road. the schedules would be made following the season based upon performance a la the NFL.

Limit the # of regular season games to 10 and you've got yourself a winner.

This system will not work unless you make some rules from the very beginning. In the format you suggested, you left a window open for Alabama to claim 2 titles. Its not a problem with your actual format. you just have to make a rule from the start that they have to actually win the championship game to get the title. And it only counts as one title. Put that into the minutes of your next meeting and get it ratified asap. Other than that, I look forward to your book.
