Drudge report has a story featuring a Halloween party where Penn State students wore blood-colored stained Virginia Tech t-shirts with bullet holes.

This kind of crap certainly isn't unique to Penn State. Your brain isn't fully matured until your mid-20's, i.e. not a college student. Car insurance companies have know this for a long time, and now neuroscience is catching on.
