Yes and No.

The big 12 champ automatically goes to the Fiesta. So NO.

however the major bowls can trade if it would give a better match. Thus, the fiesta could trade with the Rose, however it won't happen.

The rose is not mandated by the BCS to choose certain teams, and because they it is run by traditionalist they will chose Illinois as they are the next best big 10 team.
