Impeding the Receiver

Is it just me or isn't impeding the receiver from running his route still a penalty? If you listen to the announcers of the New England - Indy game, it is just good defending.

If you have the position established it is good defense, the receiver just can't run through you like a DB can't. Although it seems if they call a penalty, it is against the defense 9 times out of 10 even if the offensive player initiates the contact.
