How do you make a "pic" of something on your screen?

For instance, if I wanted to make a jpg or whatever of my spek comment page, or something like that, to post into a thread. How would I do that? Now if I wanted to add my own drawing on top of that, like an arrow pointing to something and circling it?

When you hit "print screen," you just have to be able to paste the image into a graphics editing program. Even crappy old MS Photo Editor will do.
