The phenomenon is not that we dress all slutty on Halloween, the phenomenon is that society expects us to repress our inner ho the other 364 days of the year.

It has nothing to do with Halloween. If they were allowed to dress like that year-round, they would...

...except that they ARE allowed to dress like that year-round, but don't because they know 1) if men saw them like that every day, it'd lose it's luster in a hurry, and 2) more importantly, other women would rip them mercilessly for looking less-than-pristine, so they'd have to hit the gym with a primal passion in order to make themselves presentable, and they're too lazy to do so. :D
